If the previous tenants failed to terminate the electricity contract, shouldn't they be responsible for the fees instead?

If they did terminate the electricity contract and the company kept providing service to the new tenants without a new contract from the new tenants or from you, surely that's their own fault.

Is there anything in the new tenants' lease that makes it clear they're responsible for their own utilities?
