Pants sizes

Today I was looking at the tag of a new pair of pants I have to see what they say about washing them when in a flippant way I notice that the tag size says "11 average."  First thing to my mind was, "what the hell?"  I don't think I'd be able to get a leg into a size 11 let alone wear them (I just took off these very comfortable pants).  After a
