I personally think GDB has a lot to do with it. This is a sure-fire way to keep handlers and potential handers in CA tied to their school (rather than say, TSE, GDF or GEB) and/or encourage out of state-ers to go with GDB (they're the largest/most-well-known in CA) since they must meet the *gold standard* eh?

Total monopolizing/marketing ploy me'thinks.

What I'm unclear about (help?) is how California can require out of state trainers to take their licensing exam?! This seems odd.
