I've never seen goat dressing at a rodeo, but I've seen somewhat similar events. A more popular one is you have a calf with a ribbon tied to its tail, and the kids chase the calf around to grab off the ribbon and win a prize (I won $5 when I was about six years old. Big bucks!)
