i have seen this happen to and it made me almost shoot what was ever in my mouth out my nose, i think i once saw that nichole richi charachter doing ti and so all the girls thought that must be how i should look and started mimicing it

Oh yeah, here in Santa Cruz they have weird laws. The only restriction on the topless law would be if it causes an immediate hazard...

I know, that sounds silly, but in cases like our Halloween events where large amounts of drunkmen might try and take advatage of a woman who is topless for her costume or something along those lines. Other than that, there are no restriction.
