It's quite possible it's muscle weight since muscle does weigh more than fat. I do understand the frustration of stepping on the scales and seeing no change though! I had the same problem when I was trying to loose weight for our wedding. I lost a lot at first, then my weight didn't seem to budge. I could feel the difference in my muscles quite noticeably though. Weight isn't the best indicator at all. How your clothes fit, will give you a much better idea of how you're doing. As for cutting dairy... I'm always a bit dubious about this cutting things out of your diet. A reduction would seem like a healthier plan. However if your body really is having trouble digesting it... do you get stomach aches etc? Maybe asking a doctor would be a good plan
Cheese. I can live without other dairy, but cheese would break my heart. I've refused to even consider a dairy intolerance (even though I have a mild lactose intolerance) because giving up to me is anathema. A bit like giving up booze, hehe. But good luck to you. Though half of me hopes that you find it's not dairy that's the problem, and just the extra calories from a bunch of milky coffees every day.
Take lots of photos when you go dress shopping. I want a full run down on Sunday. :)
