I hate to say it, but all this does is legalize what is already happening as well you know. If anything, perhaps a legal framework may allow (ha ha) more oversight or something. Pandora's box was already opened...looks like the Russians are just doing inventory on what's left in it :(

Their units will also have access to more weapons and more freedom to use them than private security companies.
I think I'd be more comfortable with the idea if they were under the same regulations.

I guess making it legal makes it "better". Or easier to ram down people's throats. The practice has been around for a long time though, even in North America. The Pinkerton agency comes to mind, or the cattle associations that were formed to protect the rights of cattle ranchers. Some states passed laws giving the ranchers the right to hire their own armed forces and not have to turn to the law for protection and defense of hearth and home.

Hell, during the 1919 General strike in Winnipeg, the strike sympathetic police force was dismissed and armed men were brought in to stop the strike. Most were hired and paid by the Citizens’ Committee of One Thousand.

Maybe I'm off base here, but it seems the same thing to me. Wrong no matter what. I don't hold any hope that there will be any controls put in place.
Bah.
