I've now come to the conclusion that Peter is a criminal mastermind who is actually using his position in the FBI to get rid of competition and wants to spend more time with his wife and decided Neal will be his heir.

Or Peter was bored and used Kate as a way to lure Neal out so he could set up this partnership.

Or it could possibly I DON'T KNOW BECAUSE OMFG I WAS NOT EXPECTING THAT AT ALL.

PS. How much to do I love that Neal went to El and she helped him and was unapologetic about it? SO MUCH.
