The only reason it is mentioned in the New Testament is that the Emperor Nero had a massive orgy about 2 blocks from where St. Paul was being held under house arrest(literally, chained to the house).
The orgy consisted of a boat rowing on the lake. One corner was virgins, one was catamites, one was seasoned prostitutes and the fourth was anything goes. The guests could get on and off at will. After the orgy, Nero married Sporus, a catamite he met at the party, AS HIS WIFE. The Romans didn't care about homosexuality and they could care less about gay marriage(as demonstrated, it was legal) but they had BIG issues with a Roman Citizen bottoming. To marry a man as his wife was a ballsy move, even for the emperor. St. Paul mirrored this prejudice in his letter to the Romans. ST. Paul was a roman citizen as well.
