I don't know what the cost is but I've run into homes with alarms on the door (not the full blown security company things) that activate when the door is opened. I've usually seen them in homes with a flight-risk potential person who can't speak properly for themselves (autistic, dementias, etc). The wind chimes are a great idea but it seems as if you need something louder or more obvious.
As for the flyers, I personally see far more risk than benefit with that plan. Perhaps going around on your walks and introducing him to some of the staples of the neighbourhood so that he would be more recognized.
I have also seen sewn in tags on clothes (outside not inside) as identifiers.

Could you talk him into a wearable tracker as part of getting ready in the morning?
