I brush my lips with my toothbrush to get rid of flakes. I notice a difference whenever I remember to do it in the morning.

Whoa. I don't think I'm quite gay enough to participate in this discussion.

You think I'm kidding? Here's my tip: I just use my knuckle to help me push my lips around so I can chew the flakes off whenever I notice them. It's effective and a great conversation-starter.

Some sort of acid would work. At least, in that you wouldn't have much in the way of lips anymore.
