It's the 1890s. There is no big, consistent war. There are no Bookmen. There are, however werewolves -- although most of the world regards them as fiction, or the product of diseased minds.

The Black Order
--- A mysterious, Vatican-sponsored organization that hunts down and contains werewolves for study and protection (from the world and for the world)
--- Unspoken rule: any werewolf that can't be controlled must be killed.
--- Located on its own unmapped island
--- Experiments are normal, but less damaging in recent years.
--- Previously trained werewolves as a private army; officially, this is no longer the case, but they're still heavily encouraged to stay in shape and undergo some training under the pretense of discipline.

There are many, many more werewolves and suspected werewolves at the Order than there are Exorcists in canon.

The Lost Flock
--- A group of rogue über!werewolves. (And one über!werepanther.)
--- All information on them is top secret; hardly anyone knows about them, especially not the werewolves at the Order.
--- They go through long periods of inactivity. There have been no confirmed reports in around 70 years.
--- If they have a goal, no one knows what it is, but they seem to have something against both the Order and humanity as a whole.
--- Were created by the Order long ago, but the orignal records were destroyed when they escaped.
