Crop your image to 100x100 px, naturally!
Duplicate your base 3 times. Set the first two layers to Lighten 100% and the third layer to Soft Light 100%.
Go to Layers > New Adjustment Layer > Color Balance. Set Shadows to -40/ 0/ 0, set Middle Hues to 0/ 20/ 0 and set Lights to 0/ 0/ 40.
Add a new layer. Fill with #000040 and set to Exclusion 100%. Finished product!
