if you've seen someone online but they dont seem to actually be "there", you call their fone but its off (its rare for it to be off) and the last time you spoke with them, things seemed fine but now its been more than a week since you've last spoken to each other.....does that mean that person is avoiding you? or am i just being my paranoid self

80% of the time in those circumstances your being paranoid, I don't know the situation so I can't really say either way. It's been my experience that it's paranoia. hah,...screeching.

More often than not, it's just that they aren't free and aren't actually making a concsious effort to avoid you. :) Don't stress, you ^_^

And what bata said is true, too! Sometimes people just need time, and when they return, just make sure to welcome them back with open arms :)
