Okay, here goes:
In the Tim Burton films (Batman 1 and 2), the animated series, and the animated movies (all voiced by Kevin Conroy) there has been a tradition of Batman changing his voice from that of Bruce Wayne.
It makes more sense for him to change his voice than not (either physically or with digital enhancement) for two major reasons:
1. He's hiding the fact that he's Bruce Wayne. Bruce Wayne is heard every day all over Gotham in press conferences and speeches- so it makes sense that in addition to altering his appearance he'd need to alter his voice

I know why he was putting on a stupid voice, I just thought he was really fucking bad at it. He was concentrating on it sooo much he kept forgetting to act! :D

I actually thought it had been digitally altered in this film. At the end of the first one it sounded like him putting on a deeper voice, in this one it sounded very peculiar indeed.
I wanted to pass him a Hall's Soother the whole time.
yeah, the "batvoice" was one of my few gripes with the film too. I understand the reasoning behind it, but it was a bit 'much', yes? Top movie otherwise though.

*shrug* I thought it was fine, but to each their own.
Then again I could have been so completely enthralled with the Joker that I failed to notice much else.

It was quite good otherwise, but I've not seen or cared about the other batman films so yeah..
