That's not known, and since the requirements to pay are weeks after the sign-up period, it's too early to tell.

That "it's too early to be crowing" works both ways, and the irony in the post has been how many times conservatives and their media outlets on Fox News have predicted the failure of the roll out, even before the enrollment process was closed.
