I'm not a citizen, but I am a legal permanent resident. Should I be banned from all health care except in emergencies?
And how about if they pay for it themselves? And would it be reasonable to control the businesses of medical practitioners by establishing a law that they can't treat people without proof of citizenship (or legal residency, if you're willing to concede that)? Why limit it to healthcare - why not broaden it to all manner of things? For example, maybe people shouldn't be able to buy groceries or have their hair cut without proof of legal status...
That's just something that annoys me. I'm not going to go to Germany with my friends and blabber in public places in english like some asshole. I think it's rude and I just hold everyone to the same standard I do myself.

It's your own damn fault if you are ignorant of a language...you can go and learn ny language you like, you chose not to. Doesn't mean those that DO know it have to stop using it just because not everyone speaks it.
Yes, the motivation from those that wrote it is probably to unburden the hospitals near the border. Bush's own motivation in signing it will remain a mystery.
It would be nice if we could send the bill to whatever government has them as legal residents, but as soon as I thought of that I realize that Mexico would go broke in a year, if their economy even has the equivalent of a billion US.
Not sure on healthcare providers, I suppose with his support for limiting damages in medical malpractice. And he doesn't like universal healthcare, which would end the profiteering of hospitals. So apparently he's in their pocket, but they're really just another big business.
