Persephone used to be a warden. Finding out that there can be actual demotions was a bit of a surprise for Vanessa. However, Persephone understands plants, understands poisons... and understands the need to make sure there's a way to kill Arthas. Oh yeah and she's a goddess.

Victor Frankenstein may be an engineer, though she's not sure of his skill. What she does know is that he's capable of seeing weaponry and possibilities where everyone else seems blind to them... and that he's a bit odd and naive.
Frankenstein works in the infirmary and seems to be loyal to fellow...experimenters. He came through with her syringes. She does, however, doubt that he would be useful to her true motives; he doesn't seem violent enough.
USEFUL
Cooper killed Sveta before she could. She doesn't particularly begrudge that; he does good, fast work, which is definitely worth remembering... as is the fact that Narvin found him. They took his gun away from him after Sveta died.
KILLER.
Nygma has a store of useful ingredients from multiple worlds. Vanessa wants into this badly. Unfortunately, he won't be pushed into things easily...
In unrelated news he talks like a Gilnean. He ratted on Zuko over the Hope thing, and so may be continuingly useful over what is happening under warden wraps.
STUBBORN BUT POTENTIALLY USEFUL.
David claims to know important information about the Barge and the Wardens... but he's lacking filters and wanted to meet in person.
Having met up with David, Vanessa has decided he's a little bit of a wannabe: it doesn't seem like he's used to violence, he's not willing to go as far is she is in the name of a cause, and he does not understand subtlety and stealth at all. However, his power is interesting and if he regains it he could still be useful to her.

Rhade said that her father should be proud of her and, well, pretty much said everything right to get her to like him. Deep down though she's aware that she needs to find out more about him.

Achilles is interested in revolution and taking over the barge. She's not quite ready to mark him as a potential ally: she needs to find out more about him first.

Achilles pointed her to Pasha as a possible fellow revolutionary. He's secretive enough to be useful, which is a point in both their favors.

Ardent has good ideas and is cagey enough not to talk about them to strangers. He's Narvin's inmate and as such was a potential ally - until she found out he was friendlier than he should be with Arthas. She'll keep an eye on him and his posts.
When Ardent disappeared, he took her lantern and candles with him. She now wonders whether she could be with someone when they disappeared and thus disappear herself.

Harold is too skeptical for his own good. At least he's not a Warden.
PROBABLY USELESS
Comrade O'Brien knows a lot about politics and understands the importance of collective will. Not quite in the way she does, but he's worth listening to. He has some strange beliefs about gods and outside powers. And he gave her Marx and Lenin as homework assignments.

Thursday was useful to Hope in the library, but that has limited potential. She and Vanessa do not get along nearly so well; she's another of those 'but the Barge is for HEALING!' types. She's mad about Hope and has weird powers.

Snape is capable of interesting conversations - however, he also seems to be close enough to Arthas that he takes it for granted that Arthas should have told him about the Cult of the Damned. This requires investigation. And he's Mozenrath's warden.

Agent K claimed he knew nothing about what the Admiral has in mind for his inmate. This bears investigation - the problem is, how to get her hands on a file? Incidentally, he sort of backed her up on the pancakes issue, which made her... slightly more receptive.
Then K said that he supported searching unpaired wardens over the Mozenrath issue. Oh dear.
INTERESTING BUT DANGEROUS.
Iroh surprised her a little in their discussion about fighting for one's people. He doesn't seem to be completely about love and peace no matter what, which makes him - for a Warden - more tolerable than most. He also claims to be laissez-faire with his Inmate... reminding her a bit of Narvin.
Iroh is Zuko's uncle.
POSSIBLE LEVERAGE.
Will was how she found out that the Wardens are paid in "deals" to do their jobs. He claims he's in it to help people; she thinks he's in denial because clearly all Wardens are also shitheads.
WARDENS SUCK
Highlord Tirion Fordring is not exactly in her good books due to having been involved in the war against Arthas that wrecked her country. And being a nobleman. And being a warden. He did recently admit in so many words that he doesn't know everything about Alliance politics, which kind of threw her for a loop since she expects blind arrogance from everyone higher than "peasant". But he called her "girl" while doing it which lessened the effect slightly.
They went into port together. She's bitter about this. (Unsurprise.)
ARROGANT PALADIN/POLITICAL ARGUMENT PARTNER
Mozenrath is a smartass who openly admits he's a sorcerer. This puts him in the "arrogant but squishy" category of mages by default. He could be useful, but is probably more likely to be dangerous since it doesn't seem he takes non-magic users seriously. Now that she has daggers and a garrotte she's more confident about this.
Moze makes potions, including one that causes hallucinations of the drinker's worst nightmares.
JERKASS MAGE

Narvin's role in government is still suspicious, but after his and Ardent's public exchange of information, some things cleared up. Revenge makes much more sense as a reason for wanting Arthas dead; she's willing to consider he might be just slippery instead of hypocritical. He still owes her a favor.
During Sveta's breakdown, Narvin gave her knives and a garotte. She doesn't trust him further than she could throw him, but he's been actively useful now and is an invaluable resource.
Unfortunately, Narvin has refused to help her further with poisons, excusing himself with her being paired off with Zuko and him desperately needing to help his own people. She understands his motivations, but still carries a grudge over this.
ALL WARDENS SUCK AFTER ALL

Arthas... is Arthas. The Lich King, the traitor of Lordaeron, yadda yadda. She is not a fan - but she is also very provincial. And more than a little bit wary of him. He's also a huge fucking dickwad. Like all kings, amiright?
Sveta's rant about Light and Darkness reminded Vanessa of Arthas a lot; her opinion of both of them is abysmal right now.
PROTOTYPICAL BETRAYER OF THE PEOPLE
Heero is a terse kind of guy who comes from a different world where there are no dragons or magic. He seems to have been a soldier or something.
He also works for the Wardens. But then, David's plan was probably terrible.
SNITCH
Hoffman is apparently law enforcement gone wrong to the point where he kills people he should be protecting because it's fun. This is unacceptable.
Hoffman hates Amanda and shot her up with drugs. This could be useful somehow.
TRAITOR/SADIST
Luke Cage thinks he's better and tougher than her, and called her "broken" for being an Inmate. He is stronger than she is, which means she'll have to investigate him more before she considers how to deal with him if it becomes necessary. He seems to like Hope - which could be an advantage.
David said Luke is invulnerable, but susceptible to poison.
JERKASS WARRIOR
Spike is one of the worst kinds of Wardens: insulting, arrogant, know-it-all... and when Narvin included him on the Sveta assassination post, he argued against doing the job.
Vanessa's not happy that he's back.

Rassilon seems to have bought into the system. While she doesn't know if he's gone as far as Heero, he does have a Warden for a lover.
He used to be a revolutionary, but he was a crappy one. Revolution from the top down just doesn't work as well.
POTENTIAL SNITCH AND/OR TRAITOR
Chromie is some sort of dragon scholar? Vanessa has no idea who she is or why she's there, but Chromie mentioned sitting around in Northrend studying things while people were getting killed.
Chromie is a dragon. A bronze, true, and so probably not one of Deathwing's, but she still makes Vanessa extremely nervous. All that power and no way for Vanessa to counter it right now... not good.

Zuko is an idealist and a fool who's far too quick to judge her by Warden/Inmate status. He started off talking about redemption and all that... but she managed to argue him down. Then she tricked him into taking her out to a port while she was in disguise.
Now he's her warden and she's found out that he's part of a royal family where he comes from. The first thing he did was bust her disguise to the Wardens.
She's trapped between wanting to kill him and (knowing that would do nothing) set up an Ardent-style warden-inmate contract with him.
