Microsoft shopped Halo around to all the studios but nobody wanted it because Microsoft wanted to retain complete creative control over design, lead actors and directors. It's kind of how everyone passed on the iPhone because of the demands Apple had.

Fox and Universal agreed to share costs to finance the film. The budget was growing out of control so they both backed away. The project was canceled. Peter Jackson is still pushing to get it made but the Director has called it "dead."

Fox might pick it back up without Universal, but right now there is no distributer and no financing for the film.

According to halothemovie.org, the movie is in preproduction as of October 31st of this year.

Where did you find that information?

Around. I've been following the events for a while. I don't know why because I don't care about Halo really.
