According to the article, they are intended to be delivered into enclosed spaces/mostly enclosed spaces where biological/chemical weapons are suspected, in order to incinerate them. If you just blow the place up, you've just distributed the WMD all over the place.

I can't see how "the civilian population as such" is likely to be the target. This is not intended to attack civilians, it's intended to incinerate deadly substances.
