So for once I actaully have a tad bit of knowledge about this. I work in an apartment complex as a leasing assistant right now (i'm quitting at the end of the month though...shhhh). And the way that our company runs these things is that the apartment manager is the one who sets up the power bill for new tenents. So if this guy is a "new" tenent and it was the manager's job to set up his electricity then it's all the manager's fault and you should do some go ol' fashion complaining to him/her for messing everything up.

However, if that property has the tenents set up their own service then that guy is just weird...
