Character's Canon Abilities: Billy's codename is Wiccan, indicating that he uses magic, but his power is in fact reality warping--more or less the same thing, but potentially unlimited. He shapes it in certain ways, using it to levitate himself and others, teleport, and shoot lightning, for the most common examples. He doesn't actually do all that much else with his power--frankly it makes him nervous, and he's not all that skilled with it, at least without a lot of practice. He couldn't even get it to do what he wanted until Teddy proposed a method from a self-help book: basically chanting a mantra of "I want to x I want to x I want to x". This helps focus his will and his power to make it do what he wants. He often chants aloud, but can also do it in his head, and sometimes in moments of intense concentration he won't need the chant at all.

Point in Canon: Billy is coming from the second issue of Children's Crusade, the most recent Young Avengers miniseries. His search for his and Tommy's mother the Scarlet Witch has led him and the other Young Avengers to a meeting with Magneto (the Scarlet Witch's father) who seems to want a relationship with his grandchildren. He offers to help Billy and Tommy, and they and the other Young Avengers head to Transia in Europe, the Scarlet Witch's birthplace, with Magneto to look for her hiding place.

Character Personality: Billy's personality begins with the image everyone knew from high school of the loner geeky kid, the one who mostly keeps to himself, is occasionally bullied, but turns out to be a pretty friendly guy when you talk to him. He chatters a lot and gets nervous easily, but he's an easygoing and loyal person. You get the feeling that he's the type who keeps personal things to himself, and he does, being not only gay but also having powers. He may not be ashamed of who and what he can, but he doesn't shout it from the rooftops, and he often hides his true thoughts and feelings behind a sarcastic and self-deprecating sense of humor--even among people he does trust he often can't help mocking himself or making some sardonic quip to diffuse emotional tension. Part of this is a teenager thing, but part of it is also an introvert thing. Besides which, he's a geek, the type who quotes Lord of the Rings, likes Norse mythology, and worships superheroes. Geeks don't tend to be the most popular and valued members of any given high school social stratosphere.
It's probably for this reason that Billy puts a serious emphasis on relationships, making them the major priority of his life--friendships, family relations, and romance all included. Billy aspires to be a superhero, but he is not and probably would never be a lone star; he's part of a team of fellow teenagers who are drawn together by the powers and abilities that isolate them from a world of ordinary humans. They're a significant part of his life--he's even found a long-lost brother and a boyfriend among them.
Billy's relationship priorities have led him on a search to find his and Tommy's "real" mother, the Scarlet Witch, against the recommendations of people older, wiser and more experienced than him (such as the Avengers) and even some of his best friends. Unfortunately, he has an unhealthy tendency to overlook even the most serious flaws in people he cares about or feels a connection to--Tommy, for example, who's an escaped criminal. There's also the Scarlet Witch, whose reality-altering powers are out of control, and his grandfather Magneto, who he seems to trust despite the fact that he's Magneto. Any unscrupulous person he forges some kind of bond with could easily take advantage of him, because he will take it on blind faith that they're worth trusting even in the face of evidence to the contrary.
As a wanna be superhero, Billy is idealistic and conscientious. He feels that as a mutant he is obligated to use his power for the greater good, which is why he found the Young Avengers in the first place. For the most part he's pretty self-aware, aside from ignoring his naivety about other people's flaws. He's not ashamed of the aspects of himself that make him different, particularly being gay and having powers--anyone who's not okay with that doesn't need to be friends with Billy Kaplan.

Character Plans: Billy will initially find it pretty hard to deal with being separated from his friends and family, once he realizes that he's stuck in Siren's Port, but being uncomfortable with displays of emotion he'll keep it to himself or brush it off when talking with other people. However, the loss will drive him to seek out people to talk and relate to, particularly other newcomers for whom the loneliness is still raw. I'd like to get him a roommate, since I can't see him living alone for long--he's used to a big family and would find it too hard. He'd probably go back to school and might also get a job--nothing requiring skill and experience, just something like retail or food service. Aside from the general slice-of-life stuff, Billy will take very seriously anyone in need of help or any attempt to fight the powers that keep them trapped in the city. I'd love to get him involved in any plot that lets him use his powers and be a hero (or try to be anyway).
Appearance/PB: At sixteen years old, Billy has the look your typical lanky, still-developing teenager. He's skinny and not very tall, his build wiry enough that his clothes hang a little on his frame, though he's relatively toned from the whole fighting evil villains thing. He has pale skin, very dark brown hair cut short, and brown eyes. His fashion style is pretty basic--t-shirts and jeans, or whatever's comfortable, aside from a superhero costume modeled after Thor's. This costume is a black form-fitting jumpsuit with metal headband (little wings attached, as on Thor's helmet) and includes an all-important red cape. Billy really likes this cape. He's been known to wear it with normal clothes on the street.
