My apologies for this very late reply, i've been quite busy lately. It's from the out of time episode. Its a deleted scene if you join jackxianto community its possible to download the scene from the 'Extras' i do believe its entitled 'the shirt'.

KindaFriend!Owen makes sense in this ficlette; trying to make up for his past misdemours; since neither he nor Gwen told Ianto Jack couldnt die...or atleast its heavily implied here.
And i do think he doesn't like to see Ianto suffer unless he is doing the tormenting.
