Ianto needs to realize that it's not just about the amount of money you spend on the gift, it's the thought you put into picking just the right gift. He put a lot of thought into finding the perfect thing for Jack and it showed. What matters is that Jack loved it, and Ianto gets to share in the enjoyment Jack will get out of it.
