Ok, so somehow the power company fucked something up, and now there are patches of ppl throughout the building without power. It's weird, cuz like, an office will be without power, but the ones flanking it will have it...odd...the power company cant make it out here until around 2 or 3

It means they droped a phase. There are three phase. Circuit breakes go down each side A B C then A B C legs again. In your home you have single phase but with two legs A and B. So its not really random. I've nailed off a building leg before, its hell trying to find the cause and nail down the issue. Till you figure it out and then just feel stupid cause the 20 amp breaker should blow before the 60 amp which should blow before the 100 amp which difently shouls have blown before a 2oo which isn't blown either then you're up tp 400-800 amp entrance which is where you never look for problems. Imagine munchkins dancing and signing around a firetruck while The wicked witch (Alan Poindexter in drag), lion ( Jill) The tin man (Hardon Minor) take photos in front while you feeling like to crap cause the buildng power is awol and the fire alarms are going off........
