1) Crop and size your image. Here’s mine-






2) Layers> New Adjustment Layer> Curves

Make a new point in the direct center of the grid and move it so that you have an input of 91 and an output of 148, giving you coloring like this-




3) Layers> New Raster Layer

Fill it with #0f3d63 and set it on burn at 30%




4) Layers> New Raster Layer

Fill it with #e48e5a and set it on multiply at 57%




5) Layers> New adjustment Layer> Brightness/Contrast

Brightness- 10 Contrast-13




6) Now get your texture- here’s mine (thanks to heartthepretty)




and put it on top of your icon on screen at about 22%





Do your text or whatever…




And voila! Icon!  Here are some others I did using this effect-
