Start by filling your icons with any gradient. I'll be using grey and burgandy for this one.

#2

On a new layer, doodle with multiple colors then Gaussian Blur (I did it at 20).

#3

Use the Lasso tool and draw a shape, fill with a color, set it to softlight. On different layers, repeat the process, use different shapes and different colors.

#4

Select all>Copy Merged>then Paste as a new layer. Move it around and set to Screen. Do this multiple times in multiple places until you get something like this.

#5
Select all>Copy Merged>Paste>Set to Linear Burn.

#6
Filter>Noise>Add Noise (Monochromatic Amount:3)

#7

Take a brush (I prefer anything in Wet Media brushes) and go to town. Set layer to soft light.

#8
Repeat the last step with different brushes.

#9

Take a 1px brush color:white, and doodle. Set to Soft Light. This will make a scratches appearance.

I'm going to make that little white box thing full by just coloring over it with a white brush and setting it to Screen. This is completely optional I was just thinking that that's where I'm going to have an image so...

I've decided I'm going to color this thing so I add this gradient to the mix (made by me) set to Screen.

Add some final touches, a little accent or two doesn't hurt and voila.
