I can't even to begin to believe how popular my last tutorial was O_O;;, so here's another XD. This time we'll be making a retro texture in just several steps.

First, fill with your base color. I think I'm going to use blue for this one.

#2
Next, take a solid round brush, a rather large size, and cover one of the corners.

#3

Make a selection and fill it with this pattern. You can either Cut and Paste Into or Edit Define Pattern then fill with the bucket, it really doesn't matter.

#4
Make a new line pattern by...
File>New Width: 1, Height: 8
Select 4 pixels and fill them with your color
Edit>Define Pattern

Select your area, with just 1 width then fill with the pattern. If you don't know how to fill with a pattern, simply select the paint bucket and at the top where it says Foreground, click on it and select Pattern.

#5
Image>Rotate Canvas>Arbitrary> 15 degrees CCW.

Then on a new layer set to soft light, fill a rectangular area with white.

#6
Image>Rotate Canvas>Arbitrary> 45 degrees CW.

Select another rectangular area and fill it with your color of choice. If you want to be really funky on another layer fill an area next to it with a darker or lighter color.

#7
Image>Rotate Canvas>Arbitrary> 30 degrees CCW.

Here's the tricky part. Select a hard round brush. See this little tab across from where you select your brush
? Click on it.

Shape Dynamics
Check Spacing and set it to 190%

Then with a STEADY hand move your brush across.
