the purpose of a bye is that you wish not to SUBMIT an entry, that does not mean they're not participating because technically they are. they're just choosing not to submit an entry for that particular challenge for whatever reason. for example if they cannot turn in their icon due to being out of town or if they think the challenge maybe too hard. BUT you can't just skip the challenge whenever you want, you are only allowed to "bye" a challenge according to however many you have which is either one or two. hope that answer some questions.
