The scheme itself may never change but the meta-scheme is often different! Sometimes he frames Dr. Light and sometimes he pretends to be someone else entirely! And sometimes he just does nothing except wait for a cryo-stasis descendant of Mega Man to awaken to a post-apocalyptic nightmare!

But yeah, I guess he does like to switch it up now and again, but seems to stick steadfastly to an inherently flawed basic system.
