Going from this to

Cap from csi-caps

Firstly open your program you'll be using. I'm using PSP9.

Open up you screen cap. I'll be using this photo of Aiden Burn from CSI:NY.

ADJUST >> ONE STEP PHOTOFIX

Duplicate your base.

Set layer to SCREEN / OPACITY 100

Merge all.

Now crop your base to your liking. Mine is 352x352.

Resize to 100x100. Sharpen.

Duplicate your base set to SOFT LIGHT / OPACITY 100.

Add a new BURN / OPACITY 100 layer. Fill with #fdedd4

Add a new BURN / OPACITY 100 layer. Fill with #bce9ee

Add a new BURN / OPACITY 22 layer. Fill with #b1ebb1

Add a new BURN / OPACITY 8 layer. Fill with #c888c4

Add a new SOFT LIGHT / OPACITY 100 layer. Fill with #fec1c0

Add a new EXCLUSION / OPACITY 100 layer. Fill with #010119

Add a new EXCLUSION / OPACITY 10 layer. Fill with #010080

Add a new SOFT LIGHT / OPACITY 10 layer. Fill with #fec1c0

Your layers should now look like this:

Your done. =]

Keep in mind that depending on your base your icon will turn out different and may require different screen layers. And it may not need the one step photo fix. I usually don't use that but for this particular icon I did.
