Quite true... although I think some of Neville's "failure" should be attributed to his background as well: fearfulness for arcane magic, lack of confidence and just simply absent-minded and klutzy sometimes... Remember that by the time he entered school he was already under the preconception that he was rather unmagical and will always be a disappointment to the Longbottoms, thanks to the extensive tests for magic his family kept trying out on him... and how he seems to be afraid of his wand all the time.

I don't see it possible that Neville's magic was taken away from him in any way. Both his parents were skillfull aurors, and there's no reason for him to be less than that. As McGonagall pointed out, he only needs a little bit of confidence in his own talent to succeed, and at this point, I think the DA and the struggle with the DE has given him enough of it. Besides, he's got a new wand now, who knows what he'll be capable of doing now...
