The best rule I ever saw in an handbook was when I worked for Grumman Aerospce. Grumman did a lot of work for foreign countries, places where if you don't hand out bribes, you don't get any work done. The US government in it's infinite wisedom banned US companies giving out bribes to other countries. Obviously they wanted that money in their own pockets.
Of course that law didn't last long and was modified so the rule ended up as:
.. recognises that in some foreign countries it is not possible to get any work done unless the local officials receive the proper gratuity or gifts. While we do not approve of this practice we recognize it is necessary and allow it, as long as it is within the 'going rate'.
So somewhere in our government there is an office that tracks the 'going rate' for bribing foreign officials! I want that job...
