And for some reason LJ is in a random language. Not all the time, and not the entries, but the buttons like 'post a comment' and 'userpics' and rando things like that. It looks eastern european-y? It looks like...German? A latin-based language.
At least you know it's not anything that involves crazy characters.
Why don't you go on google translate to see what translates it?

Are you switching the character encoding on your browser or using a language toolbar of some kind in Windows?

I'm pretty sure I haven't done either of those but I just got a MacBook so I have have done something while trying to figure out how to do things.
