I would suggest that the concept of children is context-sensitive, and that, generally speaking, they don't belong in cube-land.
Of course, there are lots of things which are best barred from cube-land -- computers with sound cards; phones which ring (or, worse, play music); etc. But there is nothing like the voice of a "future engineer" to cut right through the work day...and the voices of two of them, moving from place to place, continually, would...well...make one feel like being elsewhere...which can't be good for productivity or the company bottom line.
So, assuming it's not an outright blunder on your employer's part, then there must be a conspiracy here! (;-)
