The problem with arranging a suicidal attack on the Avengers in order to be captured and thus hide from ones so-called allies is that such a plan is based on the idea that that the Avengers will be in residence and be capable of actually winning even such a half-hearted battle. He couldn't go down without a fight, but Loki had planned to take a fall eventually

*grin* At this point I think Hawkeye and Natasha are half-convinced it's Steve, too. In my head, it's not until Steve and Bruce return from, I don't know, checking out a new burger joint together or something, that things get sorted out.
There are days Fury doesn't know what to do about these idiots. Hee.
