I don't think they can add new expenses if you've already renewed your lease, but I'd ask someone with more experience. Does your school offer free legal advice? You should check into it.

well, the thing is, when i signed the new lease, they made me sign an addendum that said that they may have to start charging for water, and because i felt they wouldn't let me sign the lease without signing the addendum, i signed it. so, i don't know if i can argue against the water bill. but the internet is something i'm going to look into, so i may as well look into the water too
