this one may just be the first self-consciously or self-identified one. maybe it's considered the first because a lot of people hung onto the music to help it carry a movement bob dylan style.
but then...like _huckleberry finn_ being the first recognized 'american' book though it clearly wasn't the first novel written here...there is an ambiguous criteria of content, tone, identification, voice, breaking from european tradition, etc.
