For what it's worth, it's a really empty threat. One or two stinkers might actually do tricks, but they tend to be the people who would do so anyway. Really the rule of thumb is that if you're handing out candy you decorate and have your porch light on. If you're not (or ran out of candy), you turn the porch light off/stop answering the door. No one is ever going to egg your house just because you didn't give them candy.
