Litotes (usually pronounced either lie'-tuh-teez or lit'-uh-teez) is the term for a" figure of speech consisting of an understatement in which an affirmative is expressed by negating its opposite", as in saying "not bad; not bad at all" to mean "really, really good" or saying "in no small measure" to mean "a lot".
