The PGC stands for the Pokégear Connection. The device you're holding, that we're talking over, is a Pokégear. The PGC is the network that lets everyone who holds a Pokégear talk to each other.

This is like a telephone call. The Pokégear is different in that it will let you call many people at once. The default is for everyone with a Pokégear to have access to your message. And they can call you back.

That's what happened here. I saw your message over the PGC and answered it. It's likely that others will do the same.
