The job hunt has not gone so well this year, and I'm getting fed up. I'm applying for low-level jobs. I'm applying for mid-level jobs. I'm applying for jobs that are a step above my skill-set. I still don't have a job

You may want to think about volunteering as tech support for local charities or non-profits so that you can have something current to put on your resume. That'll solve part of the problem. It might also introduce you to people who can help you find a job.
