Pre-emptive strike

I was walking the dog two days ago, and noticed another dog approaching on the opposite side of the street.  Usually, these scenarios are a cause for concern, for Billy becomes quite animated by dogs on the other side of the street.  And by animated I mean insane and aggressive and strangling herself by pulling as hard as possible in the direction
