[Latvia’s voice is quieter than usual, almost a whisper. It’s obvious by his slowly cracking voice that he’s stressed. Which would be the understatement of the year, he was more than stressed. The little nation speaks slowly.]

We hold everyone no matter what world, or being or whatever they may be, under the same laws. There are people here in the same boat as you, at least when it comes to not understanding the laws or having different standards.

The reasoning behind the laws is to try for a place where people will learn that certain actions will not be accepted here. We do not condone any behavior that could endanger or harm others. Without some sort of law system, there is no hope for peace here. Surely a 'country' would understand wanting peace for their people.

It's what we're trying to do here.

As I-I've said before. I understand that t-there are no e-excuses for t-there not to be laws. B-but they should b-be made clearer if there is to b-be peace!

And a-as a country I know h-how important it is t-to keep the peace but, n-not everybody's judicial l-law is going to b-be the same f-for the next! I-if you truly w-wish to have p-peace, e-everyone should get a say i-in how the police are t-to judge situations! E-each world h-has different laws. There a-are bound to be more incidents l-like this in the f-future if the p-police do not lay them down p-properly! N-not everyone can b-be expected to know w-what you expect of them! Th-that's childish to assume s-so!

Minato and others have clearly outlined them before, perhaps another reminder is needed then.

As nice an idea as that would be, trying to get everyone to agree on a set of laws that everyone here has a say in would take quite sometime and probably never get off the ground. Though perhaps... out of the main groups of people in Discedo there could be a meeting of sorts to try and decide better laws at a later time.

Though for now I'd think common sense would keep most out of jail. Going around and trying to harm others here is going to get you in trouble. It's pretty simple. Though perhaps I'm giving everyone here the benefit of the doubt when I shouldn't.

C-common sense is also d-different between us n-nations. S-some nations seek f-for peace. Other's e-enjoy the 'glory' of w-war. M-most wish to b-build empires... i-in our world...i-it's a survival of the f-fittest you could say. T-take a look at the p-past and surely I-I am not wrong by t-thinking this, am I? We t-take action based o-on what we will k-keep our people safe or w-what our bosses order u-us to do. E-each nation i-is different in bosses, and d-different in ideas.
