If the "strange concrete thing" in this picture is that giant book by the sea, then the four building in the background is collectly called 星海国宝, Xing Hai National Treasure or Star-Sea National Treasure if you like. They are, like, insanely expensive. Really. Beyond them there is a row of stone rail by a rivulet that has no water in it (depend on the season). There are 十二生肖 and constellation design on the rails. I used to take walks along them.
