In short: 2001 the RCC releases a report, headed and signed by Ratzinger, based on a 1964 Doctrine statement that basically says "in cases of sexual misconduct between Priest and parishioner, especially when the parishioner is a child (or between Priest and animal), a whole set of guidelines that all say 'utmost silence' is the rule." At best, it lets the RCC handle their own matters. At worst, it shits upon the rights of the violated child and forces the child and parents into silence by threat of excommunication and (eventually) hellfire.

Its not like the church is above the law. Im not going to justify anything those priests did, but who cares how the church wants to look at it? Its illegal, and they can go to jail for it.

I didn't explain the contention well enough. It's not how the church looks at priests abusing children. It's how the church responds, and how through the veil of silence that crimine solicitationies creates, the priests will be punished (or quietly shuffled around without punishment) within the church with no legal ramifications.

So say the objectors to the appointment: this is a man who is easy on priestly pederasty. (They also say a number of other things from semi-valid points on his stances on women's rights and homosexuality, only semi-valid because this is the Catholic church they're talking about, an inherently conservative organization; up to completely ludicrous claims about Ratzinger being a Nazi, which is a disingenuous and misleading half-truth, and a shin-splitting Inquisitor, again a bullshit half-truth)

In other words: You and I agree that these priests can (and should?) be punished in the courts. Ratzinger, if one believes the dissention (which looks pretty believable to me), does not agree.
