I really love the pace you're setting with this, the fact that they are all still most definitely in a stage of transition. Ross is so heart-breakingly a product of an unloving, cruel environment and I can't wait to see all the changes that will come for the better.

As for your question, Russ is definitely going to be put in a younger brother role, even though it could really be seen either way. Family dynamics are never clear cut when it comes to Winchester's but I think Sam and Dean would definitely agree on the fact that tiny Deans and tiny Sams should always take care of one another in a fraternal manner. Out in public the general assumption is going to be that they're cousins, but within the fam it's going to become much more reminiscent of a sibling relationship.
... I hope that made sense. It does in my head but, you know, that doesn't always translate well. *flails*
No! No worries, that totally made sense. Thank you. :) Winchesters should and will look out for Winchesters, regardless of titles like "brother" or "cousin" -- you're totally right. And I really, really agree. I definitely imagined Ben and Alec (eventually) thinking of Russ as a little brother. The sibling relationship will be there.
I guess what I was really wondering (and my question was poorly worded because you definitely answered what I asked) was more about internal thought. Obviously they'd treat and love Russ like a little brother, but I didn't know that since they have different "dads" whether or not they'd say to themselves, "Oh, that's my brother" or "Oh, that's my cousin."
God, I make no sense. Haha, it's really not that important of a thought. :D

I think that in terms of internal monologue, they'll come to see each other as brothers; not only will they have the outside influence of Sam and Dean persuading them that way, they've also come from a place with militaristic values - those in your unit are essentially your brothers, etc.
