I am running an old release of WP and need to upgrade to the 2.3.1 release. Even though my release is pre-2.3, can I simply install the new 2.3.1 and have everything work?

I have a Wordpress blog at Foodielicious! I would like to give it a new look- a wider look with two sidebars, one for links and post/category listings, one for things like book links and static information. I also want a top navigation bar, preferably below the top graphic.
