mass merge tags

Recently a limitation of 1000 tags was put in place. Some of you may find it hard to believe, but there are communities, that've hit this ceiling long ago (one community I'm moderating had over 6000 tags when this limitation was announced). Thanks for the pointer, I didn't know there was a py compiler (though I assumed there should be one). I do have WINE, so I will do this soon.

Now to figure out if I have what I need to run python. While I don't need to merge to stay 1000, back when the limit was 100 uses per tag I developed a lot of similar tags.

This is wonderful and thank you so much. I will absolutely be using this. I have a two year old community of 12 people, and when this limitation was announced, we had about 2250 tags. It's a crap rule to implement, mostly because the LJ tag merge function doesn't work so it's nearly impossible to efficiently pare them down.
