now would be the best time. early sring before it really starts to let out most of the new growth. how much to cut off really doesnt matter it should be fine. but i wouldnt cut off anymore then half of it. (and you can make a fresh flat cut on what you cut off. take off most of the leaves and place it in a pot. it will sprout roots with out any root starter, but a liquid root starter doesnt hurt. place said pot in a ziploc bag after you water it and mist the leaves a bit. and leave it in the bag until fall at least, though you can leave it in longer. you wont really have to water it again till you take it out. i did this with a top to a ficus less then a month ago and it got three times as many leaves and alot of new growth already!)
